The Speaker of Parliament Anita Among has summoned the Minister of Internal Affairs Gen Kahinda Otafiire over the status quo of relocating Luzira Prison.

This was after Igara West Member of Parliament Louis Gaffa Mbwatekamwa raised the matter in parliament saying the public has been amused by the news of relocating Luzira to Buyikwe to allow an investor to construct a hotel.

This was also further justified when Mbwatekamwa tabled on the floor of parliament letters of both the President Museveni directing the Minister to relocate Luzira and for Otafiire summoning the responsible stakeholder for a consultative meeting in regard to the president’s directive.

However, the Speaker shortly advised Mbwatekamwa to raise the concern when Minister Otafiire is in the house as guided by the rules of parliament that prohibit any member from raising a matter against an absentee member.

While commenting about the matter on Monday, the Uganda Prison Services Spokesperson, Frank Baine said the matter is currently at ministerial level where discussions are still ongoing.

In a July, 2022 letter to the Minister of Internal Affairs, President Museveni gave a green light to the idea of giving land currently housing Luzira Prison to a Chinese investor of Tian Tang Group to construct a five star hotel and relocate the maximum security prison to another area.
