Police have officially found out that Constable Ivan Wabwiire who shot dead an Indian Money lender last week is mentally normal.
This is contrary to what Patrick Onyango, the Kampala Metropolitan Police Spokesperson had earlier said that Wabwire was diagnosed with a mental condition six years ago which resulted in deploying him without a gun in areas where there was no need of a weapon in the last six years.
Wabwire allegedly killed Uttam Bhandari, the director TFS Financial services on Friday inside Raja Chambers along Parliament Avenue in Kampala after failing to agree on the loan which he had earlier acquired from the company.
Fred Enanga, the police spokesperson says that the Wabwire was examined and he was found to be normal as they plan to take him to the Psychiatric for further analysis.
Enanga says that investigations indicate that Wabwire planned the murder before the day of execution and he did everything on his calculations based on claims that his loan interest had been increased with 200,000 shillings.
He adds that one fateful day Wabwiire had gone for the second time to TFS Financial services to meet Bhandari as he wanted to clear his two loans which he acquired in August 2020 and May 2021 respectively as he wanted to get a salary loan from Stanbic Bank.
He says that the Victim admitted to killing the suspect without any remorse and he was taken to the Magistrate where he recorded an extra Judicial statement.
