President Yoweri Museveni has suggested a more proactive approach of addressing cases of police and other security organs torturing crime suspects, rather than arresting and jailing those implicated.

Delivering this year’s State of the Nation Address in Kampala, Museveni defended his method of having the Police officers, educated and sensitized on how to handle investigations first rather than arresting and throwing suspects behind bars without a definitive reason.

He says the NRM way of addressing such issues include combined education methods, sensitization and administrative methods, punishments and demotions etc.

According to the President, explaining and sensitizing is the method he used to instill discipline in the army he commanded to capture power three decades ago.

Tackling the issue of police torturing suspects in its custody, Museveni says he carried out an analysis of the torture, and how it actually impedes successful investigations.

He says however, that he was confronted at one point by some Non-Governmental Organizations which came “pouring scorn on my methods and recommending fascist methods of arrest and imprisonment without education.”

These however, he said were forgetting that through proactive means, his government was able to control the powerful national army the UPDF.

Meanwhile Museveni advised business men and private individuals to assist in fighting crime by installing security cameras in tier homes and at business premises.
