Members of Parliament on the Budget committee have expressed dissatisfaction over the new program for budgeting system saying that there is no difference from the previous one.

Recently, the Ministry of finance revealed that in a bid to do away with duplication of government programs by different entities and wastage, they transformed sector based budgeting into Program based budgeting.

However, when the Minister of State for Planning David Bahati tabled a statement showing the items entailed in each of the 20 programs that have been identified in next financial budget, MPs noted that there wasn’t any difference in the new system which took 25bnshs compared to the previous one.

The West Budama North MP Richard Othieno Okoth was the first to raise the matter of inconsistencies and duplication in the budget after he realized that the ministry of finance was going to receive 9.6 billion shillings to undertake tree planting, assist expectant women, set up zebra crossing among others items which was also budgeted for in other ministries.

This prompted the minister of state for planning David Bahati to request for the withdrawal of the document to allow his ministry to scrutinize it further.
