The Kampala City Lord Mayor Erias Lukwago wants Kampala Capital City Authority (KCCA) to be reverted to a local government system.

 

In his state of the city address on Tuesday, Lukwago noted that this would essentially entail total scrapping of the ministry of Kampala and scaling down the number of Resident City Commissioners (RCC) from six to one substantive RCC and deputy.

 

Lukwago says that KCCA can’t be called an authority without enough funds to address challenging issues that are affecting people living in Kampala yet they have two ministers, 6 RCC’s and a number of elected political leaders.

 

He now wants all senior management positions to be subjected to competitive processes and also their instruments of appointment be signed by the president.

 

Lukwago also proposes a requirement on the position of the Deputy Lord Mayor to have a minimum qualification equivalent to a Member of Parliament (MP) or Lord Mayor.

 

He also proposes for the position of the Deputy Lord Mayor to be scrapped or make all authority councilors have qualifications equivalent to that of MPs since the deputy lord mayor is appointed from amongst the councilors.

 

He also wants the Division Urban Mayors to be required with a minimum qualification equivalent to that of the members of parliament since they are heads of entities and wield executive powers.

 

KCCA Act as amended is silent on the education qualification for political leaders in the city though the Local Governments Amendment Act 2019 requires mayors of Cities, municipalities, divisions and town council chairpersons to have an advanced level certificate of education or its equivalent.
