This morning Wednesday April 21st, 2022, the Lord Mayor Erias Lukwago exercised the powers vested in him and appointed members of the Kampala Capital City Authority -KCCA Valuation Court. 

 

In a report presented to Authority Council by the Deputy Lord Mayor Doreen Nyanjura, the Lord Mayor appointed Counsel Samuel Muyizzi Mulindwa as the Chairperson, and Eng. Brian Kayemba and Daphne Muwonge as members.

 

The City Valuation Court is tasked with settling of disputes arising out of levy of property rates by the City Council.

 

It should be noted that the Lord Mayor previously proposed a banded system of property rates taxation which is derived from the principle of fair taxation that guides the tax regime and one of the principles of fairness.

 

The band is aimed at relieving the urban poor from paying taxes in line with other taxes with thresholds like Pay As You Earn -PAYE.

 

He further proposes that persons with less than Five million shillings ratable value should be exempted from paying the tax and implored the institution to explore means to ensure that the Central Government increases funding to the Capital City.
