The council for the Inter Party Organization for Dialogue (IPOD) wants government to expedite the adoption and implementation of regulations for the Public Order Management Act (POMA). 

 

During the IPOD summit in 2018, it was noted that there was need to harmonize the interpretations and implementation of POMA since security organs were using it to block opposition political activities.

The Prime Minister Ruhakana Rugunda held several consultative meetings with the IPOD Council and formulated regulations, which were adopted by the council and Elders Forum in 2019.

However, ever since the passing of the regulations, they haven’t been submitted to parliament for consideration and implementation.

 

The IPOD council, which comprises Secretary Generals of member parties held a joint press conference at the IPOD Secretariat on Monday to address the issue.

 

Their chairperson, also the Secretary General Forum for Democratic Change (FDC) Nathan Nandala Mafabi, said government agencies have continued using POMA to crack down on opposition activities due to the absence of regulations that guide proper implementation of the Act.
