The Ministry of Finance, Planning and Economic Development has shot at parliament for always creating new administrative units before considering the country’s resource envelope.

Apparently the country’s resource envelope is over stretched and the ministry of finance is struggling to raise resources by minimizing expenditures but prioritizing productive items and cutting non productive item costs.

This was during a meeting comprising of officials from the M.o.F, the parliamentary presidential committee and the parliamentary Budgets committee while reviewing the budget framework paper for the financial year coming 2021/2022.

While presenting, the chairperson of the presidential committee Jessica Ababiku said that they need 3.2bnshs to facilitate the new Residential City Commissioners (RCCs) in the newly created 15 cities which the minister for Finance Matia Kasaijja said they had no money.

It’s from this that the committee for budget with advice from Kasaijja challenged parliament to stop passing new districts, Constituencies and cities that are demand driven by politics.
