There has been chaos at the swearing in ceremony for the Lord Councilors at Kampala Capital City Authority (KCCA) after the Kamala Central councilor Moses Kataabu appeared to take his Oath with hands handcuffed.

 

Kataabu was holding placards having words reading that “M7 free all political prisoners”.

 

His appearance caused commotion in the Hall which prompted the chief magistrate for Buganda Road Court Miriam Ayo Okello to raise her voice directing him to remove the placards and chains which he refused.

 

This forced her Worship Okello to halt the swearing in ceremony for at least 35 minutes and went out.

 

Councilor Kataabu later bowed down and removed the items and the swearing in process proceeded with warning to councilors to follow the decorum of the house.

 

However, the clerk to council Dan Tumwebaze informed the chief magistrate that one of the councilors known as James Mubiru wouldn’t his Oath by then because he was still detained in prison.

 

All this happened in absence of the Lord Mayor Ssalongo Erias Lukwago.

 

53 councilors have been sworn in and of these, 44 councilors are for National Unity Platform, 3 from Forum for Democratic Change (FDC) and 7 from National Resistance Movement.

 

The ceremony was graced by among others the KCCA Executive Director Dorothy Kisaka, Former Katikkiro of Buganda Joseph Mulwanyamuli Ssemogerere, Kampala Resident City Commissioner (RCC) Huddu Hussein, the Kampala division mayors’ elect, the Division MPs among others.
