The Parliamentary Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) has summoned the Kampala City Council Authority (KCCA) Executive Director Dorothy Kisaka together with the Lord Mayor Erias Lukwago over lost money.

This was after Kisaka appeared before the Committee on Wednesday to answer the audit queries of financial year 2022/23 where it was noted that KCCA lost billions of money in failure to enact the Outdoor Advertising Ordinance as directed by court in 2020.

Court in 2020 halted the collection of revenues by KCCA from outdoor adverts because there was no regulation.

However, both political and technical parties from KCCA were expected to appear before the committee to answer the audit queries but unfortunately, only the technical wing led by Kisaka turned up.

This forced the Chairperson of the Committee, Medard Lubega Sseggona to suspend the meeting until next Thursday on condition that Kisaka appears with the Lord Mayor and explain the cause of delay in enacting and implementing the regulation on outdoor advertising.
