The Mityana Municipality legislature also a commissioner of parliament Francis Zaake Butebi and his team of lawyers have questioned the powers of the Parliamentary Rules, Disciplinary and Privileges committee saying it has no jurisdiction of authority to hear or decide on his matter of alleged misconduct.

Zaake who had appeared before the committee this Monday to give his opinion on the allegation of abuse of the Deputy Speaker Anita Among via his personal tweeter handle, said that the committee was conducting in a quintile manner and illegally.

Zaake who was accompanied by NUP lawyers Eron Kizza and Benon Katana said that it was of disappointment for a committee and parliament at large to just operate on mere social media posts.

However, during the interaction on the legalities of the committee, the Committee Chairperson Abdul Katuntu demystified Zaake and his lawyers’ understanding saying the committee drives its mandate from the parliamentary rules of procedures in relation to the supreme law.

Zaake further said that the accuser who is the Deputy Speaker of Parliament Anita Among should have been the first person to be paraded in the committee after making mockery and irrational statements against him in parliament when she stated that in-spite of being lame, the MP managed to win an East African medal in football.

It’s from the heated debate and disagreement on the operations of the committee that the lawyers of Zaake requested for more time to prepare  evidential documents stipulating the illegality of the conduct of the committee which was granted in one day and they reappear on Wednesday this week.
