The National Council of Sports (NCS) General Secretary Patrick Ogwel has failed to explain to the parliamentary Public Accounts Committee the cause of irregular expenditure on private sports federations.

According to the Auditor General’s report of 2021/22 financial year, NCS advanced unaccounted public funds amounting to over Shs4bn to Uganda Netball Federation and other private federations which is contrary to the public finance management act.

However, Ogwel said that the federations had requested support towards their international sports activities but failed to provide evidence before the committee.

Ogwel is also accused of suspending executive committee members of different sports federations contrary to the NCS act and mandate which raised different petitions against the council.

As a result of Ogwel failing to defend his cause of action as to the auditor general’s report, the chairperson PAC also Busiiro county East constituency MP Medard Lubega Ssegona accorded him more time to gather evidence to the queries and later reappear before the committee on a later date.

In April, the Deputy Inspector General of Government Patricia Okiria Achan ordered the National Council of Sports General Secretary, Patrick Ogwel to pay 100 Million Shillings to the Uganda Netball Federation within seven days.

In the same month, the parliamentary select committee headed by Hon. Laura Kanushu found glaring inconsistency in NCS’s financial reports with up to Shs3.9 billion not properly accounted for.
