The National Agricultural Research Organization (NARO) is proposing heavy penalties to be included in the Fisheries and Aquaculture Bill 2021 for those mining sand from fish breeding grounds to save the fish species.

The current law prohibits the mining of the sand 100 meters from the lake but some investors are violating the law and go ahead to mine sand from the lake which interferes with fish reproduction.

Appearing before the Agriculture Committee of Parliament which has been chaired by Kimaanya-Kabonera Member of Parliament, Dr. Abed Bwanika, the Director General NARO Ambrose Agona observed that the bill should consider such penalties if the fish species are to be saved.

The Director of Research National Fisheries Resources Research Institute Dr. Winnie Nkalubo noted that the bill should consider heavy punishments for local fishing as some fishermen misuse such avenue.

She also warned the legislators to go slow on considering the fish holidays on the lakes as it may be difficult to implement.
