The Forum for Democratic Change-FDC delegates’ conference has voted Mawokota South Member of Parliament Yusuf Nsibambi as the party chief whip in parliament.

In August, the Forum for Democratic Change-FDC withdrew Kira Municipality Member of Parliament Ibrahim Semujju Nganda from the position of party chief whip in parliament and appointed Nsibambi to replace him.

In a letter dated 7 August 2023 authored by the party Secretary General Nathan Nandala Mafabi and addressed to the Speaker of Parliament, Nandala communicated the appointment of Nsibambi to replace Kiira Municipality MP Ibrahim Ssemujju Nganda as the party chief whip.

However, the Speaker, Anita Among declined the appointment on the grounds that Nsibambi’s position had not gone through the right procedures of the party.

Now at the party delegate’s conference at the Patidar Samaj Sports Ground in Lugogo Kampala, Mafabi asked members to make a vote on the matter.

He started the process leading to the election but was guided to let the meeting chairman, the FDC National Chairman Mukalazi Kibuuka lead the process.

At the end of the process 965 delegates voted in favor of Nsibambi, 08 opposed the appointment and 9 abstained. Kibuuka hence announced Nsibambi as the next FDC Chief Whip in Parliament.

The ongoing delegates conference was challenged unsuccessfully in court by the Katonga-based FDC members.

The main argument the team advanced to seek the court to block the conference was that it was called by the party Electoral Commission chairman Boniface Bamwenda Toterebuka.

However, it emerged yesterday that the conference was called by the Deputy National Chairman of the FDC Kibuuka Mukalazi with claims from Nandala that the National Chairman Wasswa Birigwa refused to sign a notice by the electoral commission issuing an election roadmap.

This delegates conference come when the party is split into two the Najjanankumbi group and Katonga faction due to what they termed as ‘dirty money’ from the NRM.
