The Ministry of Public Service has revealed that it is in negotiations with other Government agencies and Ministries to have a single pool of a public service training fund.

This has been revealed by the Minister for Public Service Wilson Muruli Mukasa while appearing before the Parliamentary Local Governments Committee where MPs tasked him to explain what the Government is doing to build up human resource capacity and capability of public servants and the induction of leaders.

Minister Mukasa responded saying that the Civil Service College in Jinja still faces funding challenges especially in accommodating and raising funds for the training of civil servants.

He said that they have proposed to Government to create a single training pool where funds meant for training all civil servants are put under the Ministry of Public Service rather than allocating separate capacity building funds to specific Ministries, Departments and Agencies.

On the issue of delayed payment of pension to the beneficiaries, Mukasa said that the Public Service Ministry is soon tabling a bill in Parliament titled the “Pension Refund Bill” which will make it mandatory and create a single vote account for the Government to periodically pay pension without excuse.

He says this bill will cure the current situation where pensioners have been paid as and when the Government wishes or gets the money.

Minister Mukasa also appealed to all Government agencies who doubt their employees’ qualifications to submit their complaints to the Public Service Ministry so that they verify their qualifications with the universities they attended.

This arose after MPs on the committee raised a matter of concern after media reports claimed that most public servants submit fake academic papers to access jobs.
