The minister of Finance Matia Kasaija has admitted before COSASE that the supplementary budget of 10.6bn was irregular and illegal.

The said money was a query in the auditor general’s report of 2020-2021 as an irregular request by minister of lands by then Betty Kamya instead of the end user the Uganda Lands Commission.

 

The money in question is said to have been released to compensate beneficiaries of Lusanjja land and Ndeeba church and other sums are said to have been paid to ghost beneficiaries.

 

Today why appearing before the committee chaired by Joel Ssenyonyi, Kasaijja said that he was ill advised by the technical officers in the MoF who failed to guide him by law.

 

Kasaijja who looked puzzled pleaded to the committee not to crucify him but rather asked the committee to summon the then permanent secretary Keith Mwakanizi and the accounting officer who would have advised before authorizing the release of the money.

 

Kasaija has also denied to have seen the presidential directive as alleged by then minister of lands now IGG Betty Kamya to the effect of the supplementary saying it’s his technical people who handled the supplementary.
