Lands minister Betty Amongi has once again been implicated in another Land Scam under which government lost colossal sums of money. 

It has been discovered by Justice Catherine Bamugemere’s Land Inquiry Commission that the minister issued a letter that gave a lee way to fraudulent compensations of purported absentee Landlords meant for the government’s Land Fund Payments.

Notable among beneficiaries is the ministry of Gender Labour and Social Development’s Permanent Secretary Pius Bigirimana and Agness Bagaya.

It has been discovered that minister Amongi directed Albert Mugumya who was then an accounting officer at the Uganda Land Commission in her 15 Nov 2016 Letter, to effect urgent payments to beneficiaries, even though she wasn’t an accounting officer.

Documents that have been presented to Mugumya who was appearing before the Commission, indicated that Bigirimana was paid 50million for a blank area on plot 5-block 103 on a special request, while Bagaya 100 million.

It has also been discovered that the payments were effected even when the Lands State minister Persis Namuganza had contested, questioning why she was left out.

Tasked by the Commission’s lawyer John Bosco Suuza why Bigirimana was granted a special consideration, Mugumya who dropped tears attributed it to the minister’s directive.
