A new panel of judges of the court martial in Makindye has been sworn in this morning.

 

Lt General Andrew Gutti is one of those who have been sworn following his re-appointment.

 

President Yoweri Museveni in a letter dated 8th June 2021 named 21 new officials to work under the leadership of  Lt General Andrew Gutti whom he appointed for the sixth term of office as the Chairperson of the Uganda People’s Defense Forces General Court Martial.

 

Gutti and the 21 new Military officers including an additional number of three prosecutors were appointed for a one year term of office.

 

Others reappointed to the General Court Martial are;  Col Richard Tukacungurwa as Judge Advocate, Prosecutors Lt Col Raphael Mugisha, Major Emmy Ekyaruhanga and Captain Ambroz Guma, Major Silas Kamanda Mutungi as the Defense Counsel, Lt Col John Bizimana as Secretary/ Registrar of the court, Captain Fatumah Wakabani and Captain Ruth Nabitakke.

 

The  new appointees include three new prosecutors namely Major Mark Kugonza, Lt Alex Lasto Mukhwana and Lt Gift Mubehamwe while others on the Panel include Brigadier James Rubahika, Col E. H Kitahunga, Col AK. Birungi, Captain G. Lubadde Sseguya, Captain Allen Kyosaba and Warrant Officer One Kenneth Arinaitwe.

 

The Reserve Members include Brigadier Vincent Okello Ladii, Lt Col Damian Kato Abooki, Lt Col Christine Nekessa, Major Paul Tumukunde Miragire, Major Sarah Sonko Asiimwe, Col Jasper Abeka, Col Ibrahim Kedi, Major Herbert Ruhindi Mujungu, Major Richard Turyahabwe , Major Emmanuel Byaruhanga and Captain Gift Ajiri Kaganda.

 

Lt Gutti who has been the head of the Court Martial since 2016 replaced the late Major General Levi Karuhanga who died in the same year in April.

 

Gutti has since then tried a number of prominent people both militants and civilians mainly on charges related to illegal possession of fire arms some of them include the National Unity Platform Party President Robert Kyagulanyi whose charges were dropped, the Patron of Boda Boda 2010 Association Abdallah Kitatta who was convicted as well as his Superior General Kale Kayihura who is still facing charges related to illegal repatriation of Rwandan Refugees, failure to protect war materials among others.
