The Parliamentary Committee on Commission Statutory Authorities and State Enterprises (COSASE) has again grilled and chased away the officials from Kampala Capital City Authority (KCCA) led by their Executive Director Dorothy Kisaka for failing to convince the committee members as to why they are giving double entitlement to their senior workers.

Using the Auditor General’s reports for different financial years, the committee found out that KCCA is remitting 10% pension to their workers and even at every end of their year each senior worker is given gratuity which act is not backed by law.

The committee found out that over 1.5 trillion shillings is being lost in double entitlement of workers and that KCCA was told to stop it but they refused.

However, KCCA Executive director Dorothy Kisaka told the committee that when she assumed office she found the double entitlement system in existence and even Okayed by the Solicitor General to remit the pension of 10% on top of paying gratuity.

But the MPs failed to agree with her explanation saying they have a letter from the same Solicitor General stopping KCCA from doing so.

The Committee Chairperson who is also the outgoing Kawempe South MP Mubarak Munyagwa ended the committee prematurely and told the KCCA officials to wait for another day of appearing before them once they interrogate the Solicitor General over his motive of permitting the authority to do double entitlement which is contrary to the law.

Munyagwa also noted that all the public servants must be treated the same way when it comes to entitlement.
