Anti-Corruption Court judge, justice Margaret Tibulya has convicted the former principal accountant in office of the prime minister(OPM) Geoffrey Kazinda on charges of Illicit enrichment.

 

According to the UN Convention against corruption, illicit enrichment is the significant increase in the assets of a public official that he or she cannot reasonably explain in relation to his or her lawful income.

 

In August this year the constitutional court halted all corruption proceedings against Kazinda that arose from his employment at OPM and declared that the criminal cases against Kazinda, which are based on similar facts were null and void and ordered his release however it didn’t halt the charge of Illicit enrichment thus it had to be continued in the Anti-Corruption court until today when the judgment has been delivered.

 

Kazinda who represents himself after his lawyer Ali Hussein Kato excusing himself from the case has asked court upon conviction to consider the time he has been in prison thats 4 years and disregards the prayer of the state of a maximum sentence.

 

Kazinda was first arrested on July 22, 2012 and charged on August 9, 2012 before the Anti-Corruption Court in Kololo, Kampala. He was charged with two counts of abuse of office, two counts of fraudulent false accounting and one count of causing financial loss. He was also charged with 26 counts of forgery and conspiracy to commit a felony for which he was later released on bail.

 

The judge is any time ruling on the sentence.
