Government is set to implement the free and compulsory Universal Primary Education (UPE) programme starting next financial year 2024/2025.

This has been disclosed by the State Minister for Higher Education, Dr. John Chrysostom Muyingo while addressing journalists at the Uganda Media Centre in Kampala on Tuesday.

He confirmed that over 300 billion shillings out of the Sh666 billion allocated to the education sector, has been set aside to implement the programme.

With the commencement of the free and compulsory primary education, schools will be totally discouraged from charging parents any form of fees at the primary level.

Muyingo says that with the additional budget, they will also improve the capitation grant of the primary learners beyond the 20,000 shillings currently being paid for each learner annually.

Muyingo also revealed that the Ministry has allocated Shs 120 billion for the rehabilitation of various UPE schools that are in the worst conditions across the country and these will be selected by the Local Governments and assessed by a team from the ministry.

He also revealed plans by the education ministry to construct 247 new Seed Schools countrywide.

Muyingo said all this as he revealed the country’s preparation plan to commemorate the International Day of Education slated for this Thursday March 21st at the Kololo Ceremonial grounds under the theme;“Learning for the Lasting Peace” with President Yoweri Kaguta Museveni as the Chief Guest.

On the same occasion, the Government will also commemorate 27 years of Universal Primary Education since its inception in 1997.
