The Former Managing Director of National Social Security Fund- NSSF Richard Byarugaba has been accused by a petitioner, Richard Job Matua for acting with impunity, corruption, collusion and fraud in the Fund.
Presenting before the parliamentary select committee investigating the mismanagement and operations of NSSF, Chaired by the Mbarara City South Member of Parliament Mwine Mpaka, Matua said that Byarugaba used to mistreat and abuse NSSF board management once they failed to agree on certain matters of the savers money.
He further accused Byarugaba of refusing to provide the needed services to enable the board to operate and fulfil its mandate in regulating and supervising the workers’ funds.
Byarugaba has been also accused of collusion and fraud in procurement processes with the recent one being on Yusufu Lule road commercial land.
Matua pleaded to the committee for amendment in the NSSF Act and included another supervisory ministry besides the Finance and Gender ministries.
He proposed they add the Ministry of Justice to tighten the security of the savers money.
