Members of Parliament sitting on Commissions, Statutory Authorities, and State Enterprises (COSASE) have been shocked by the irregular deployment of employees at the National Animal Genetic Resources Center (NAGRC).
This was after the Auditor General’s report of 2021/2022 revealed that NAGRC had 17 employees in acting capacity for a period of 3 years which contradicts the public service standing orders which also crippled the performance of the center.
Out of the 17 staff, eight were on interdiction on allegations of corruption and the nine positions were vacant.
While responding to the committee, the Executive Director of NAGRC Peter Beine said that those on interdiction ran to court for redress and the vacant position couldn’t be filled due to the ban on recruitment by both the Ministry of Finance and Public service.
However, the chairperson of COSASE who is also the Nakawa West MP Joel Ssenyonyi advised the management and the board of NAGRC in co-operation with the mother supervisory ministry to find a solution to the persistent employment of staff in acting and not substantive capacity.
According to the Public Service standing orders, interdiction of a public servant lasts for only six months and after an employee is entitled back to his or her previous position.
