Parliament has been stopped from debating issues surrounding the arrest of the former Inspector General of Police General Kale Kayihura.

The speaker Rebecca Kadaga said “as parliament at the moment they cannot add any substance to the case, leave it”

This followed a point of concern by the Kisoro District Woman MP Rose Kabagyenyi, who wanted the house to discuss Kayihura’s arrest as a son from Kisolo adding that the conflicting statements they are getting confuse the whole society.

Since his arrest on June 13th, 2018 from his ranch in Lyantonde, Kayihura has been detained at Makindye Military Barracks, which some challenge as holding him in communicado.

In January this year, Gen. Kayihura asked Parliament to consider introducing a law that would enable security operatives to detain suspects beyond 48 hours claiming some of the suspects released on police bond or court bail go into hiding soon afterwards.

However during the plenary, Busongora North Member of Parliament (MP), William Nzoghu, said Gen Kayihura should answer for his mistakes.

Meanwhile, Bukooli North MP, Gaster Mugoya, said he had in the past warned Ugandans about the dangers of giving one person a lot of powers. He said Kayihura had yielded a lot of powers and was forcing suspects to be transferred from one place from where a case was committeed to another with no question over a civil case which is contrary to the law.

In a related development, President Museveni has re-appointed Lt. Gen. Andrew Gutti as the UPDF chairman of the general court martial that sits in Makindye in a statement by the army spokes person Brig Richard Karemire.

Gutti who was appointed early May 2016 replaced the late Maj Gen Levi Karuhanga who passed on mysteriously and gain Gutti was reappointed on July 3, 2017.

Gutti had started to try high profile cases involving Boda Boda 2010 Patron Abdallah Kitatta who was arrested for possession of government store.

He is also awaited to try the former IGP Gen. Kale Kayihuar.
