Buliisa County Member of Parliament Stephen Mukitale Birahwa is preparing a bill for operationalization of the Regional Tier System of Governance.

Mukitale says the regional tier system would contribute to the development of regions and reduce the pressure on the capital, Kampala.

According to Mukitale, having many regional cities would also contribute to better urban planning, including managing fast rural-urban migration, rapid urbanization and slum development in Kampala.

Mukitale said the country must be mindful of the future, reasoning that concentrating on all development in and around Kampala would be counterproductive in the long run.

He is optimistic that the system would diffuse political tensions, including sentiments about Kampala taking many resources at the expense of other regional centers.

The MP says the regional city model would also create high population density in the regions, ideal for aggregate demand and a boost for economic activities, like what is happening in Kampala.
