The Permanent Secretary and Secretary to the Treasury, Ministry of Finance, Planning and Economic Development Keith Muhakanizi has advised government to stop creating new districts because they have become a liability to the government.

This was before the parliamentary Legal Committee chaired by Jacob Oboth-Oboth in which Muhakanizi revealed that the National Budget is too stretched by unplanned activities which affect the projects.

Muhakanizi was expressing his review against the funding gap of the newly created districts which stand unfunded administratively and also in holding elections that required not less than UGX 20 Billion.

He further accused cabinet and parliament for not observing technical advice especially on the newly created administrations and political posts which is leading the country into a financial political expense.

This leaves the position of conducting elections in the newly created six districts, 7 municipalities and two by-elections in balance since there is no money according to EC commissioner Stephen Tashobya.

On learning about such a standing challenge, the committee, chairman Oboth decided to adjourn the session until Tuesday August 1, to allow the minister of Finance Matia Kasijja give a position whether they can find alternative sources of funding for such elections in new districts.
