Kampala Capital City Authority councilors have revealed that the KCCA amendment Act 2019 won’t be of relevance to the people of Kampala and to them as well but rather increase public expenditure.

 

Over the weekend, President Yoweri Kaguta Museveni assented to the KCCA amendment Act 2019 a law that scrapped the powers of the Lord Mayor.

 

Under the KCCA amendment Act 2019, councilors have to elect the speaker, deputy and 3 ministers among themselves and the work of the lord mayor will be ceremonial.

 

Speaking to a number of councilors; the Nakawa l LC5 Councilor Moses Okwera and Kennedy Okello from Nakawa ll revealed that the law has been assented to fight the opposition councilors in the city.

 

This follows the aborted council sitting that intended to elect the speaker today through the KCCA amendment Act 2019 yet it hasn’t been gazette. The lord mayor together with councilors resolved to adjourn the KCCA sitting until January 9th 2020 when they hope to elect their speaker with a thinking that by then the law will have been gazetted.

 

Eelier on the (KCCA) Council sitting that was first adjourned to December 5th 2019 and later rescheduled to reconvene today Monday December 9th 2019; could not proceed as the clerks and the technical wing failed to appear as it was required.

 

 

The Lord Mayor Erias Lukwago who was to chair the session said he had no communication from either the Office of the Clerk nor the Minister for Kampala Beti Kamya describing it as an act of sabotage of his duties by the KCCA officials.

 

Amidst contrary, the councilors agreed that the meeting be adjourned to a later date because they could not sit without the said officials who are mandated to take minutes in council.
