Entebbe Municipal Council is under the spotlight for failing to recover Sh1.2 billion from both the Youth Livelihood Program-YLP and the Uganda Women Entrepreneurship Program-UWEP.

This was highlighted in the Auditor General’s report of the financial year ended 2021-2022 where the municipality was faulted for disbursing money to different youth and women groups and wasn’t recovered as a revolving fund to benefit other groups.

While appearing before the Parliamentary Public Accounts Committee on Local Government chaired by Gilbert Olanya who is also Kilak south MP, the Entebbe Municipal Town Clerk Emmanuel Mugisha informed the committee that they had so far recovered 13m from UWEP but wasn’t conversant with the total amount released for the two empowerment programs and how many beneficiary groups are in Entebbe with the amount received by each group.

This led the committee chairperson Olanya to rule that the clerk submit by Tuesday next week the list of all beneficiary groups, the amount received by each group, the total amount released by the government to the municipality, and how much has been recovered.

Meanwhile, the committee has also discovered under the same audited year under review that State House grabbed half an acre belonging to Entebbe Municipal Council under unclear circumstances and is using it as a car parking lot for VIP guests for State House without either paying rent or footing maintenance fees.

According to the Municipal Clerk Emmanuel Mugisha that when the Municipal tried to seek assistance from one Lillian who is the Executive House Keeper of the State House told them that the State House would only foot electricity bills but the other costs like cleaning and maintaining the place are paid by the municipal which forced the MPs on the committee to resolve to summon Lillian next week.
