Works Ministry Suspends Two Engineers Over Alleged Misuse of Busega-Mpigi Expressway Funds

The Ministry of Works and Transport has suspended engineers Edwin Raymond Kiyaga and Dickens Ahimbisibwe over allegations of embezzling funds meant for the construction of the 23-kilometre Busega-Mpigi Expressway and its 20-kilometre access roads.

The suspensions follow a July 1, 2026 directive from the Inspector General of Government, Lady Justice Aisha Naluzze Batala, issued on the instructions of President Yoweri Museveni to allow investigations into the allegations.

The two officials have been directed to hand over all government property, stay away from their offices, and remain available to assist investigators as required.

In a statement released this afternoon, the Inspectorate of Government commended the Ministry of Works and Transport for promptly implementing the directive, saying the action reflects a commitment to accountability, good governance, and the fight against corruption as investigations continue.
