Deputy Speaker Thomas Tayebwa has informed Parliament that President Yoweri Museveni has returned two tax amendment bills passed by the House in April for further reconsideration.
The bills are the Income Tax (Amendment) Bill, 2026 and the Excise Duty (Amendment) Bill, 2026.
Tayebwa made the announcement while chairing the 9th sitting of the 12th Parliament, saying the President had requested Parliament to reconsider specific provisions in the two pieces of legislation.
According to the Deputy Speaker, President Museveni wants Clause 11 of the Income Tax (Amendment) Bill reconsidered.
The clause had exempted land-based casinos from withholding tax on payments made to winners.
Regarding the Excise Duty (Amendment) Bill, the President objected to the proposed increase in excise duty on single-use plastics from 2.5 percent to 25 percent.
Museveni argued that the proposed tax increase could negatively affect production, investment, and employment in the plastics manufacturing sector.
He said the measure requires further policy review to ensure it aligns with environmental protection objectives.
Tayebwa said both bills have been referred back to the Committee of Finance for reconsideration before being returned to the House for further debate.
