The International Crimes Division (ICD) of the High Court in Kampala has granted former Butambala County Member of Parliament Muhammad Muwanga Kivumbi cash bail of Shs10 million.
Kivumbi was arrested in January 2026 and remanded to Kitalya Prison on terrorism charges stemming from the violence that erupted during the January 15, 2026 general elections in Butambala District.
The ruling was delivered by ICD Deputy Registrar Juliet Hatanga on behalf of Justice Susan Okalany.
Alongside Kivumbi, 16 co-accused persons were also granted temporary release on cash bail of Shs1 million each.
The court further ordered that each surety execute a non-cash bond of Shs5 million.
However, six of the accused who had been on remand were not granted bail and remain in custody.
According to the prosecution, Kivumbi and his co-accused orchestrated attacks on Kibibi Police Station and the Butambala Electoral Commission tally centre during the election period.
The alleged attacks resulted in the destruction of property, damage to vehicles, and the deaths of seven people.
Kivumbi and his co-accused have denied all the charges.
The State opposed Kivumbi’s bail application, arguing that investigations were still ongoing and expressing concern that the accused could interfere with witnesses if released.
In response, the defence argued that Kivumbi has a fixed place of residence, reliable sureties, and had spent a prolonged period on remand without trial.
As part of the bail conditions, the court ordered all the accused granted bail to report to court every last Friday of the month.
Kivumbi and his co-accused are expected to appear before the Butambala Chief Magistrate’s Court on Monday, July 13, 2026.
