The opposition People’s Front for Freedom (PFF) has petitioned the Judicial Service Commission over alleged misconduct and bias by Justice Emmanuel Baguma.
Speaking to journalists at the party headquarters along Katonga Road in Kampala, PFF Deputy President Dr. Lulume Bayigga raised concerns over what he described as unfair conduct by Justice Baguma during proceedings in the case involving Rtd. Col. Dr. Kizza Besigye and Hajji Obeid Lutale.
Dr. Bayigga argued that the judge failed to uphold the principles of fairness and impartiality expected of judicial officers.
According to the petition, Justice Baguma allegedly allowed court directives to be disregarded without intervention, leading to delays in the hearing of the case. He is also accused of declining to hear key applications filed by the accused persons, including bail and human rights enforcement applications.
The petition further alleges that the judge demonstrated bias and failed to properly apply legal provisions presented by defence lawyers. The complainants contend that his conduct created the impression that he had already formed an opinion on the matters before him.
PFF leaders have called on the Judicial Service Commission to investigate the allegations and take appropriate action.
