Museveni Orders Audit of Shs231 Billion Disbursed to Veterans’ Wealth Creation Programs

President Yoweri Museveni has directed leaders of veterans’ associations to account for Shs231 billion that has been disbursed over the years to support veterans’ wealth creation initiatives across the country.

The directive follows resolutions made during a 2009 meeting between President Museveni and leaders of veterans’ associations.

During that meeting, it was agreed that each liberation war leader and their spouse would receive Shs5 million, while cadres would be supported with Shs1.5 million each.

Speaking during this year’s virtual Heroes Day celebrations held at State House Nakasero, President Museveni paid tribute to liberation war veterans for their contribution to Uganda’s social, political, and economic transformation.

The President also directed that the leadership of Operation Wealth Creation be included in the audit process, noting that the programme was responsible for distributing agricultural inputs and seedlings to veterans.

To strengthen oversight and improve service delivery, Museveni called for reforms in the management of veterans’ SACCOs, emphasizing the need for greater transparency, accountability, and effective utilization of funds.

He further pledged to convene a meeting with veterans in August to discuss the audit findings and explore future strategies aimed at improving their welfare and economic empowerment.

In a related development, President Museveni pledged to purchase land in Migade for the establishment of a museum and heritage centre.

The commitment followed a request by the State Minister for Luwero-Rwenzori, Alice Kaboyo, who identified 60 acres of land belonging to the wife of the late Prof. Emmanuel Mutebile as a suitable site for the project.

The President also directed his Principal Private Secretary to fast-track treatment arrangements for veterans at Entebbe Grade B Hospital, citing the high cost of healthcare services in private hospitals.

Reflecting on the significance of Heroes Day, Museveni revealed that June 9 was chosen to commemorate the sacrifices made during Uganda’s liberation struggle because nine people were killed in Kikandwa Village near Ssemuto on June 9, 1981.

He added that after the war, skulls were collected from 32 communal graves in the Luwero Triangle, each containing an estimated 2,000 skulls.

According to the President, June 9 was selected to symbolize the sacrifices of all those who lost their lives during the conflict.
