The Lord Mayor of Kampala, Erias Lukwago, has challenged the Leader of Opposition (LoP), Joel Ssenyonyi, to summon the 10 Members of Parliament representing Kampala to address the ongoing construction works by city tycoon Hamis Kiggundu projects that have worsened flooding and disrupted traders in the capital.
Last week, traders in Kampala were once again hit by floods, suffering losses in their merchandise.
Speaking to journalists at City Hall, Lukwago criticized the 10 MPs for remaining silent on issues directly affecting their constituents.
“Floods have struck traders more than twice without any compensation,” Lukwago said. “And now, Ham Kiggundu has begun demolishing St. Balikudembe/Owino Market, right under the watch of their representatives in Parliament.”
Lukwago also revealed that he has petitioned the Speaker of Parliament, Annet Anita Among, over continued budget cuts for the Kampala Capital City Authority (KCCA).
The FY2026/27 budget stands at only UGX 718 billion, a sharp decrease from the UGX 233.23 billion allocated in FY2025/26, further constraining the city’s ability to respond to flooding and urban challenges.
