Budget Committee calls for streamlining of infrastructure proposals to avoid duplicate funding

The Parliamentary Budget Committee has directed Tony Awany, Chairperson of the Physical Infrastructure Committee to streamline and harmonize ministerial budget proposals within his portfolio.

This move comes in response to concerns raised by Budget Committee Chairperson Remigio Achia and other members regarding the duplication of projects that has resulted in instances of double expenditure within the national budget.

During discussions, Achia highlighted specific examples, such as the rehabilitation of the Tororo-Gulu railway and various development projects under the Ministry of Lands.

These projects received funding through a supplementary budget for the 2024/25 financial year, yet are set to be re-budgeted in the upcoming 2025/26 fiscal year.

Committee members also warned that budget allocations for projects not aligned with the National Development Plan IV (NDP IV) threaten the integrity and efficacy of the budgeting process.

They emphasized the importance of ensuring that all expenditures adhere to the strategic development framework outlined in the NDP IV.

Additionally, the Budget Committee has requested that Chairperson Awany provide a comprehensive list of bridges and roads slated for construction in the 2025/26 financial year.

This initiative aims to evaluate compliance with principles of equity and regional balance in infrastructure development and service delivery across the nation.
