UPC Welcomes Cabinet Decision to Protect Kampala’s Constitution Square

UPC spokesperson Sharon Oyat Arach

The Uganda People’s Congress (UPC) has welcomed the Cabinet decision to abandon plans to redevelop Kampala’s Constitution Square for private business interests, saying the move will help preserve the site’s historical and environmental significance.

On Tuesday, Minister for General Duties in the Office of the Prime Minister, Justine Kasule Lumumba, announced that the decision to take over Constitution Square had been reversed in favour of preserving it as a protected public heritage site.

UPC joins other Ugandans, political leaders, Kampala Capital City Authority (KCCA) officials, opposition politicians, and environmentalists who had opposed the proposed redevelopment, citing concerns about its potential impact on the city’s green spaces, urban planning, ecosystem, and historical heritage.

Addressing journalists at the party headquarters at Uganda House in Kampala on Wednesday, UPC spokesperson Sharon Arach said the decision was a positive step towards protecting one of the capital’s remaining green spaces and safeguarding its historical significance.

Arach called on the government to extend similar protection to other green spaces, historical landmarks, and tourist sites in Kampala and across the country, arguing that such places should be preserved for future generations.

Meanwhile, Arach urged the government to put in place an effective waste collection and disposal strategy ahead of the forthcoming National Clean Day scheduled for Saturday, October 31, 2026.

She warned that poorly managed garbage left along roadsides for several days could pose serious public health risks and contribute to the spread of diseases.

Arach emphasized the need for proper waste management and coordinated efforts by government authorities and the public to ensure cleaner and healthier communities ahead of the national exercise.
