The Parliamentary Public Accounts Committee on Local Government has ordered Nakaseke District officials to recover 225 million shillings allegedly paid out irregularly under the government’s Parish Development Model (PDM) programme.
The committee, chaired by Mukono Municipality MP Betty Nambooze, said 198 beneficiaries from households that had previously benefited from the programme were paid an additional 198 million shillings.
The district accounting officer has been given 30 days to recover the money, together with interest, or risk being held personally liable for the funds.
The committee also ordered the recovery of 27 million shillings allegedly accessed by 27 ineligible individuals. It described the matter as potentially criminal and called for police investigations.
Nakaseke District officials attributed some of the discrepancies to system and registration errors. However, the committee rejected the explanation as insufficient, insisting that public funds must be properly accounted for and only reach eligible beneficiaries.
The committee further raised concern over the absence of a comprehensive database of eligible households in Nakaseke, warning that the gap could undermine the proper distribution and accountability of government funds under the PDM programme.
