Museveni Declares Karamoja Insecurity ‘Permanently Defeated’ Ahead of 2026 Elections

President Yoweri Museveni has assured Ugandans that insecurity and cattle rustling in the Karamoja sub-region have been permanently defeated, vowing that criminals will no longer threaten peace under the National Resistance Movement (NRM) government.

The President made the remarks while addressing journalists at Morulinga State Lodge in Napak District, as part of his campaign trail ahead of the 2026 general elections.

In his detailed briefing, President Museveni traced the historical roots of cattle rustling and the resurgence of insecurity in Karamoja, attributing the challenges to systemic failures in earlier administrations and corruption within local security structures.

He said his direct intervention had restored order and neutralized the rustlers who had destabilized the sub-region.

The President emphasized the importance of effective community policing and robust communication systems at the grassroots level.

He expressed concern that some sub-counties in Karamoja still lacked an adequate police presence, despite a government directive requiring at least 18 officers per sub-county.

Museveni also highlighted the need for improved telecommunication systems, road networks, motorcycles, and pickup vehicles to enable faster responses to incidents.

He noted that the government had already deployed police dogs, surveillance drones, and aircraft to track criminal activities.

Turning to national politics, candidate Museveni credited the NRM’s continued popularity to its consistent ideological foundation built on four key pillars: patriotism, Pan-Africanism, socio-economic transformation, and democracy.
