The meeting between Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) and officials from the Uganda Electricity Distribution Company Limited (UEDCL) has been suspended after it emerged that the company’s current Executive Director and Accounting Officer is serving in an acting capacity.

The meeting had been convened to consider the Auditor General’s report for the financial year ended 2024/25, which raises concerns over alleged financial losses at UEDCL, as well as the duplication of positions reportedly contributing to overstaffing at the company.

However, before the proceedings could begin, COSASE Chairperson Muwada Nkunyingi questioned Acting Executive Director Joseline Rwabwogo about why a significant number of officials at UEDCL are serving in acting positions.

The committee was further informed that the issue extends to the company’s board, with some members, including Board Chairperson Stella Biwaga, also serving in acting positions.

Following the revelations, Chairperson Muwada suspended the proceedings until Tuesday, September 15, 2026. He directed Rwabwogo to return with documentation confirming her appointment and ordered the Permanent Secretary in the Ministry of Energy to appear before the committee alongside the responsible minister.

The Chairperson also put all former Accounting Officers of UEDCL on notice, directing them to prepare to appear before the committee and respond to audit queries raised in the Auditor General’s report.
