Prime Minister Robinah Nabbanja has commended Speaker of the 12th Parliament Jacob Oboth-Oboth for what she described as effective coordination of parliamentary business through well-structured Order Papers that prioritize matters requiring debate.
Nabbanja made the remarks while opening a two-day induction workshop for government, committee, regional and zonal whips at Imperial Golf View Hotel in Entebbe.
The induction is being held under the theme, “Strategic Role of Regional Whips in Support to the Coordination of Government Business in the 12th Parliament.”
Nabbanja said the programme is intended to strengthen the capacity of parliamentary whips to effectively coordinate government business, mobilize Members of Parliament for consistent attendance and promote constructive engagement between the ruling and opposition sides.
She also tasked the whips with conducting regular performance reviews of committee chairpersons and holding routine meetings to assess the progress of their work.
The Prime Minister further directed regional and zonal whips to prepare quarterly situation reports on the implementation of government programmes. The reports should highlight cases of underperformance and alleged corruption for appropriate action by the Government Chief Whip.
Meanwhile, Government Chief Whip Dr. Jane Ruth Aceng said the role of parliamentary whips goes beyond mobilizing MPs to attend parliamentary sessions.
She emphasized that whips also have a responsibility to coordinate and communicate with Members of Parliament while supporting them to effectively execute their legislative and oversight duties.
Aceng urged the whips to identify emerging issues, facilitate members’ active participation in parliamentary business and address welfare concerns that could affect their performance.
