The Uganda Law Society (ULS) has raised serious concerns over alleged abductions, arbitrary arrests, enforced disappearances, attacks on journalists and restrictions on civic space in its First and Second Quarter 2026 Rule of Law Report.

Presenting the report at the ULS headquarters, Vice President Anthony Asiimwe said the first half of 2026 was marked by significant political, legal and human rights challenges, particularly in the lead-up to and during the 2026 General Elections.

The report, however, also highlights positive developments, including the Constitutional Court’s nullification of key provisions of the Computer Misuse (Amendment) Act, the expanded jurisdiction of magistrates’ courts and the establishment of regional Court of Appeal circuits.

It also commends reforms aimed at improving access to justice, including the digitisation of court processes through the Electronic Court Case Management Information System (ECCMIS).

Asiimwe said the report is ultimately a call for vigilance, accountability and collective action to strengthen constitutionalism, protect human rights and ensure justice for all.

ULS Acting Secretary Ssali Babu called for stronger accountability and greater protection of human rights, saying the society does not wait for crises to end before documenting developments.

Ssali noted that ULS also monitored the 2026 General Elections and subsequently published an election observation report as part of its efforts to promote accountability and the rule of law.

ULS Chief Executive Officer Christine Awori said the report assesses the state of the rule of law through key areas including human rights, checks and balances, transparency and accountability, due process, employment and equality.

She urged stakeholders to use the findings to strengthen institutions, improve justice delivery and safeguard citizens’ rights.
