COSASE Gives UHRC August 17 Deadline to End Internal Rift

Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) has given the Uganda Human Rights Commission (UHRC) until August 17, 2026, to return with a clear reconciliation plan aimed at resolving the disagreements within the commission.

The directive follows expressions of willingness to reconcile by both the commissioners and UHRC Chairperson Mariam Wangadya, after a prolonged internal dispute that has affected the commission’s working environment and operations.

The divisions at the commission at one point prompted Wangadya to announce her resignation. She later returned to office after President Yoweri Museveni reportedly called her and declined to accept her resignation.

During the COSASE proceedings, it also emerged that the commissioners had failed to agree on a mediation team to help resolve their differences. Some members reportedly proposed former Chief of Defence Forces General Salim Saleh as part of the mediation process.

Appearing before COSASE today, committee chairperson Muwada Nkunyingi guided the commissioners to agree on a mediation process that would help restore unity within the commission and enable it to fully resume its operations, particularly the handling of human rights complaints from Ugandans.

The UHRC is now expected to return before COSASE on August 17 with a comprehensive reconciliation plan detailing how the internal disagreements will be resolved.
