The Anti-Corruption Division of the High Court has resumed hearing bail applications for two interdicted parliamentary officials facing charges related to the alleged loss of more than Shs27 billion.
The hearing, presided over by Justice Michael Elubu at the Anti-Corruption Division in Wandegeya, resumed after the court directed the defence to present substantial sureties supported by clear documentation.
Prosecution had earlier challenged the proposed sureties, arguing that they were not substantial enough and that some documents presented on behalf of Emmanuel Okwi failed to clearly establish his place of residence.
Defence lawyer Asuman Basalirwa returned to court with revised sureties, including relatives, Members of Parliament and friends of the accused.
Among those presented were former Bulamogi County MP Sanon Bwiire Nadeeba, advocate Grace Namaani Kibande of Strand Advocates, and Muhussein Chotaite, a legal assistant at Strand Advocates and brother-in-law to Vincent Otebata.
The prosecution informed court that the revised sureties and supporting documents had been filed in compliance with Justice Elubu’s earlier directives.
The State is expected to submit its written arguments by 14th August, after which court will consider all submissions on 19th August before delivering a ruling on the bail applications on 9th September 2026.
Otebata and Okwi are jointly charged with embezzlement, causing financial loss exceeding Shs27 billion, and money laundering.
The two officials were among parliamentary staff interdicted on 31st July 2026 and remain on remand at Luzira Prison pending the court’s decision on their bail applications.
