The Anti-Corruption Court in Wandegeya has heard bail applications from several interdicted parliamentary officials accused of embezzlement, causing financial loss, and money laundering involving billions of shillings.
Presiding over the matter, Justice Michael Elubu considered applications from the accused, including 59-year-old Methods Muleebe, who is charged with money laundering involving more than Shs 10 billion.
Muleebe’s defence team presented six sureties, among them Mathias Mwesigwa Rwabugumi, Mary Kebirungi Kawula, Promise Ambrose, Professor Nazarious Mbona Tumwesigye, and his wife, Florence Nankabirwa Kabanda.
The defence argued that Muleebe is a law-abiding citizen with no previous criminal record and therefore meets the legal requirements for bail.
However, the prosecution, led by Daisy Aciro, objected to some of the proposed sureties.
It argued that Rwabugumi lacked sufficient standing because he is younger than the applicant and that his monthly income was inadequate given the magnitude of the charges.
The court also heard bail applications from Daniel Adilo, Chris Obore, Rajab Kaaya Ssemalulu, Okema Leonard, Emmanuel Okwi Emuron, and Vincent Otebata.
Their defence lawyers presented relatives, Members of Parliament, and other senior public officials as sureties.
However, the prosecution challenged several of the applications, citing missing property valuation reports, insufficient proof of residence, and incomplete Local Council documentation.
The State further informed the court that investigations are nearing completion and expressed concern over missing documentation relating to some of the proposed sureties.
Justice Elubu directed applicants with incomplete documentation to rectify the deficiencies before their bail applications can proceed.
He also ordered the defence to file written submissions by 7 August, while the prosecution is expected to respond by 14 August.
The court will review the submissions on 19 August before delivering its ruling on the bail applications on 9 September.
All the accused, who were interdicted on 31 July 2026, remain on remand at Luzira Prison pending the court’s decision.
