Government Expands Social Security to Informal Sector Through Skills Projects

The Minister for Gender, Labour and Social Development, Betty Amongi, has highlighted government efforts to extend social security services to Uganda’s informal sector through targeted livelihood initiatives.

Speaking during the launch of a pioneer tailoring project at Busaale Vocational Training Institute in Busaale Village, Ntenjeru North, Kayunga District, Amongi said the initiative, supported by the National Social Security Fund (NSSF) aims to empower artisans and small-scale entrepreneurs with modern equipment and practical skills.

She noted that more than 80 percent of Uganda’s workforce operates in the informal sector, underscoring the urgent need to integrate them into savings schemes to secure their financial future.

Amongi also commended the project beneficiaries, saying their progress demonstrates that success is not limited to formal university education.

She praised their ability to produce garments such as sweaters and operate advanced tailoring machines.

Meanwhile, NSSF Managing Director Patrick Ayota said the Fund is implementing pilot projects designed to boost voluntary savings by adding value to people’s businesses.

He explained that the Kayunga initiative is part of a broader strategy to increase incomes, create jobs, and promote a culture of saving among informal workers.

The project is expected to improve livelihoods within the community while contributing to Uganda’s wider industrialization agenda.
