Uganda’s Low Tax Collections Linked to Corruption, Minister Tells Parliament

State Minister of Finance, Henry Musasizi, has attributed Uganda’s persistently low tax collections to corruption within the Uganda Revenue Authority (URA).

Speaking before Parliament’s Finance Committee, Musasizi highlighted concerns over the country’s stagnant tax-to-GDP ratio, which has remained between 13 and 14 percent in recent years.

He pointed to smuggling, the informality of businesses, and weak trade facilitation as additional factors limiting revenue collection and shrinking the nation’s tax base.

Musasizi urged Parliament to support increased funding for the URA to enhance tax policies and broaden the tax base, emphasizing the need for stronger institutional capacity to curb corruption and improve compliance.
