NRM Releases Roadmap for EALA By-Elections to Fill Two Vacant Seats

The ruling National Resistance Movement (NRM) has unveiled the official roadmap for by-elections to fill two vacant seats in the 5th East African Legislative Assembly (EALA).

The vacancies arose after the January 15, 2026 general elections, in which two sitting EALA members, Dennis Namara and James Kakooza Mutagubya, won seats in the Parliament of Uganda.

Namara was elected as Buyaga West MP (Kagadi District), while Kakooza now represents the elderly for the Central Region.  

Under the East African Community Treaty, an individual cannot simultaneously hold a seat in a national parliament and the regional assembly.

Dr. Tanga Odoi, NRM Electoral Commission Chairperson disclosed that from Monday, March 23, to Wednesday, March 25, 2026, NRM members can submit expressions of interest.

The successful candidate will be vetted by the party’s Central Executive Committee.

Interested members are required to pay UShs 2 million at Centenary Bank, be registered voters, meet minimum qualifications, and be NRM members.

According to a formal notice issued by the Clerk to Parliament, Adolf Mwesige Kasaija, nomination forms will be available from Wednesday, March 25, 2026.

The nomination exercise will run from Monday, March 30, to Tuesday, March 31, 2026, at the Parliamentary Conference Hall, Parliamentary Buildings, while voting is scheduled for April 15, 2026.

The successful candidates will serve the remaining term of the 5th EALA Assembly, which ends in December 2027.
