Judiciary to Launch Digital Performance Enhancement Tool to Boost Accountability and Efficiency

The Judiciary is set to launch the Performance Enhancement Tool, a new digital platform aimed at transforming how performance is evaluated across the judicial system.

The launch is scheduled for Friday, October 17, 2025, at the Judiciary Headquarters in Kampala.

Speaking to the media ahead of the launch, Dr. Pius Bigirimana, the Permanent Secretary of the Judiciary, said the platform is designed to enhance efficiency, accountability, and transparency by delivering data-driven insights into the work of judicial officers and support staff.

According to Dr. Bigirimana, the tool will assess both quantitative indicators such as case disposal rates and timeliness and qualitative measures including customer service, integrity, and professionalism.

This balanced approach, he noted, is intended to foster fairer, more objective, and results-oriented evaluations.

Beyond performance tracking, the platform is also expected to streamline case management, boost public confidence in the judiciary through greater transparency, and provide reliable data to inform professional development and strategic decision-making.

The rollout of the Performance Enhancement Tool represents a significant step in the Judiciary’s broader efforts to modernize its operations and reinforce a culture of accountability, integrity, and service delivery within Uganda’s justice system.
