COSASE Summons KCCA, Ministries, and Developer Over Nakivubo Drainage Channel Controversy

The Parliamentary Committee on Commissions, Statutory Authorities, and State Enterprises (COSASE) has summoned the leadership of Kampala Capital City Authority (KCCA), relevant government ministries, and K-Ham Company over the ongoing controversy surrounding the Nakivubo drainage channel project.

The project has sparked public outrage following its sudden closure, which has disrupted several small businesses.

Allegations of corruption within the KCCA council and claims that the project was irregularly approved on directive from President Yoweri Museveni have further fueled the backlash.

The decision to summon all involved parties was made after KCCA Deputy Executive Director Benon Kigenyi failed to adequately respond to key accountability questions posed by the committee.

COSASE Chairperson and Busiro East MP Medard Sseggona confirmed that KCCA officials, concerned ministries, and the developer are expected to appear before the committee next week.

The committee seeks explanations on how the project proceeded despite lacking a formal land allocation, an approved physical development plan, and a mandatory Environmental Impact Assessment (EIA) report.

In the meantime, COSASE has directed Kigenyi to urgently submit KCCA council minutes and all supporting documentation related to the project by the close of business today.

While Kigenyi informed the committee that KCCA Executive Director Dorothy Kisaka is currently out of the country, he was unable to explain the absence of Kampala Lord Mayor Erias Lukwago, who was expected to attend the session.
