Musicians Federation Urges Fast-Tracking of Copyright Amendment Bill

The Uganda National Musicians Federation has called for the expedited passage of the Copyright and Neighboring Rights (Amendment) Bill, 2025.

Led by Chief Executive Officer Michael Lubambula and Vice President Sheebah Kalungi, the Federation appeared before the Legal and Parliamentary Affairs Committee today to present their views on the proposed legislation.

Kalumba stated that the Federation supports several provisions in the bill, notably the proposed 60 percent revenue share for authors and performers when their music is used as caller ring back tones.

He emphasized that for over a decade, ring back tone services have been a major channel for music consumption in Uganda, yet the current revenue model disproportionately favors telecom operators and aggregators, leaving content creators with minimal earnings.

He also voiced strong support for the bill’s provisions on digital protection and enforcement, calling them critical in addressing online piracy and the unauthorized use of creative content.
